¡SALVA al “ADAP” de California!

El Programa de Asistencia para Medicamentos del SIDA (en inglés es ADAP), el programa de gestión estatal que asegura que los Californianos VIH-Positivos no asegurados y sub-asegurados tengan acceso a medicamentos que les salvan la vida está afrontando recortes en el presupuesto de este año. California tiene el ADAP más grande cubriendo a más de 30,000 clientes y financiado con $414 millones de dólares anuales.

El año pasado, el financiamiento para VIH tuvo un recorte de $88 millones de dólares para cuando el gobernador había terminado de realizar recortes a algo que ya tenía una porción mínima del presupuesto estatal. Los programas de prevención, educación y de monitoreo terapéutico fueron virtualmente eliminados, mientras que el ADAP permanecía en su lugar.

El estado enfrenta un déficit de $21 billones de dólares y el alto costo de los medicamentos antirretrovirales (ARVs, por sus siglas en inglés) le está causando la quiebra al ADAP. Cada año California les paga más dinero a las compañías farmacéuticas para el tratamiento de menos pacientes. Por ejemplo, desde el año fiscal 2000 el gasto del ADAP en ARVs se ha incrementado en un 165% ($169.2 millones de dólares). Pero el número de clientes beneficiados por el programa únicamente se incrementó en un 49% (10,800 clientes). Los ARVs ahora representan aproximadamente el 88% del gasto total del ADAP.

El presupuesto para el año fiscal 2010, presentado en las primeras dos semanas de este mes contendrá propuestas inaceptables que deberían alarmarnos a todos.

La Oficina Estatal del ADAP ya ha propuesto estos recortes como solución al presupuesto:

Reducir el actual formulario de medicamentos del ADAP para únicamente incluir ARVs y eliminar medicamentos que ayudan con infecciones oportunistas y efectos secundarios.

Bajar la elegibilidad del ingreso de los pacientes desde menos de $50,000 dólares al año a menos de $25,000 dólares al año.

Poner topes a la inscripción al ADAP, lo que podría por primera vez crear una lista de espera de pacientes para recibir sus medicamentos. En otros estados con listas de espera pacientes han muerto antes de recibir sus medicamentos.

Estos recortes sacrifican la salud de personas con VIH/SIDA con el fin de proteger las ganancias de la industria farmacéutica.

Sin el auxilio de las compañías farmacéuticas muchos pacientes perderán el acceso a los servicios del ADAP.

AIDS Healthcare Foundation (AHF, por sus siglas en inglés) propone que los fabricantes de medicamentos hagan su parte para proteger el ADAP utilizando sus programas de asistencia al paciente para el pago de 1 de cada 4 recetas médicas proveídas por el programa. Asimismo, AHF propone que los fabricantes paguen por adelantado el reembolso del año fiscal 2009 y año fiscal 2010 del ADAP a más tardar en Diciembre del 2010. Estos pasos asegurarán que los clientes del ADAP continúen teniendo acceso a su medicamento y el programa podrá servir a nuevos clientes.

SAVE California ADAP!

The AIDS Drug Assistance Program (ADAP), the State run program that ensures HIV-Positive uninsured and under-insured Californians have access to life saving medication is facing cuts in this year’s budget. California has the largest ADAP serving over 30,000 clients and funded at $414 million annually.

Last year, funding for HIV took an $88 million cut once the governor was through slashing what was already a trimmed down portion of the state budget. Prevention, education and therapeutic monitoring programs were virtually eliminated, while ADAP remained in place.

The state faces a $21 billion deficit and the high cost of antiretroviral drugs (ARVs) is causing ADAP to go broke. Each year California pays more money to drug companies to treat fewer patients. For example, since FY 2000 ADAP spending on ARVs has increased by 165% ($169.2 million), but the number of clients the program serves only increased by 49% (10,800 clients). ARVs now account for roughly 88% of total ADAP spending.

FY 2010’s budget, submitted the first two weeks of this month will have proposals that are unacceptable and should alarm all of us.

The State Office of AIDS has already proposed these cuts as a budgetary solution:

Reducing the current ADAP drug formulary to only include ARVs and eliminating drugs that help with opportunistic infections and side effects.

Lowering a patient’s income eligibility from less than $50,000 a year to less than $25,000 a year.

Capping enrollment in ADAP, which could for the first time create a waiting list for patients to receive their meds. Other states with waiting lists have had clients die before they could get their medication.

These cuts sacrifice the healthcare of people with HIV/AIDS in order to protect drug industry profits.

Without relief from drug companies many patients will lose access to ADAP services

AIDS Healthcare Foundation (AHF) proposes that drug manufacturers do their part to protect ADAP by utilizing their patient assistance programs to pay for 1 out of every 4 prescriptions provided by the program. In addition, AHF proposes that manufacturers pay an advance on FY 2009 and FY 2010 ADAP rebates by not later than December of 2010. These steps will ensure that ADAP clients continue to have access to their medication and the program is able to serve new clients.
