LA ESTRATEGIA NACIONAL DEL VIH/SIDA DE LOS ESTADOS UNIDOS
Han pasado casi treinta años desde que el mundo conoció al Virus de Inmunodeficiencia Humano (VIH) y hasta el momento aproximadamente 575 mil americanos han muerto a causa del SIDA, más de 56 mil se infectan con el virus cada año en los Estados Unidos y más de un millón de americanos viven con VIH/SIDA. Es por estas cifras tan alarmantes que el Presidente Obama hizo como una prioridad de su administración el desarrollar por primera vez en la historia de este país una estrategia nacional del VIH/SIDA.
El presidente Obama encomendó a la Oficina Nacional de Políticas de SIDA (ONAP por sus siglas en inglés) desarrollar esta estrategia y durante varios meses se llevaron a cabo 14 reuniones comunitarias en diferentes lugares de Estados Unidos y se recibieron también comentarios en su página electrónica. Con toda esta información además de los más recientes datos epidemiológicos y otras fuentes de información, el día 13 de julio del presente año se publicó la estrategia.
Las tres metas de la estrategia son: 1) Reducir el número de personas que se infectan del VIH; 2) Incrementar el acceso al cuidado médico e incrementar la salud de las personas viviendo con el VIH; 3) Reducir disparidades de salud relacionadas al VIH.
La visión de la estrategia es “Los Estados Unidos llegar a ser un lugar donde las nuevas infecciones del VIH son raras y cuando ocurran, cada persona, sin importar edad, género, raza/etnicidad, orientación sexual, identidad de género o circunstancias socio-económicas, tendrá acceso sin restricciones a cuidado médico de calidad que pueda extender su vida, libre de estigma y discriminación”.
Esta tarea requerirá de un esfuerzo coordinado a todos niveles, federal, estatal y local para poder tener éxito en la implementación de la estrategia. Este documento ofrece una guía general para que el país enfrente la epidemia domésticamente. Para la comunidad latina, particularmente en el estado de California donde el examen del VIH se realiza en una etapa tardía de la infección y del alto porcentaje de latinos sin seguro médico, esta estrategia promete una oportunidad de que se tenga más acceso a los servicios de prevención, incluyendo el examen del VIH y al cuidado médico.
De igual forma la administración de Obama organizó el pasado 23 de octubre una reunión en la Casa Blanca en referencia a la implementación de la estrategia en la comunidad latina en la cual BIENESTAR participó como ponente. En esta reunión se ofrecieron ideas adicionales tales como la importancia de campañas sociales de mercadotecnia para reducir el estigma y la homofobia y la importancia que los servicios que se ofrezcan a la comunidad latina sean cultural y lingüísticamente competentes. THE NATIONAL STRATEGY FOR HIV / AIDS IN THE UNITED STATES
Why is important for Latinos?
Almost thirty years have passed since the world became aware of the Human Immunodeficiency Virus (HIV) and so far approximately 575, 000 Americans have died of AIDS, more than 56 000 are infected with the virus each year in the United States and more one million Americans are living with HIV/AIDS. It is because of these alarming numbers that President Obama made a priority of his administration to develop for the first time in the history of this country a National Strategy for HIV/AIDS.
President Obama tasked the Office of National AIDS Policy (ONAP) to develop this strategy and for several months they held 14 community meetings in different parts of the United States and they also received comments on its website. With all this information in addition to the latest epidemiological data and other information sources, on 13 July of this year the strategy was published.
The three goals of the strategy are: 1) Reduce the number of people who are HIV infected, 2) increase access to health care and improve the health of people living with HIV, 3) reduce health disparities related HIV.
The vision of the strategy is “The United States become a place where new HIV infections are rare and when they occur, every person, regardless of age, gender, race/ethnicity, sexual orientation, gender identity or socio-economic circumstances , will have unfettered access to quality life extending care, free from stigma and discrimination”.
This task will require a coordinated effort at all levels, federal, state and local level to succeed in implementing the strategy. This document provides a general guide to the country to face the epidemic domestically. For the Latino community, particularly in California where HIV testing is performed at a late stage of infection and the high percentage of uninsured Latinos, this strategy promises a chance that greater access to services prevention, including HIV testing and medical care.
Similarly, the Obama Administration organized last October 23rd a meeting at the White House regarding the implementation of the strategy in the Latino community in which BIENESTAR participated. These meeting offered additional ideas such as the importance of social marketing campaigns to reduce stigma and homophobia and the importance of the services offered to the Latino community are culturally and linguistically competent.
