Oficina del Alcalde de Los Ángeles para Asuntos de Inmigración

El 27 de agosto, el Alcalde de Los Ángeles Eric Garcetti anunció la asignación de la Dr. Linda López como la persona a cargo de la Oficina del Alcalde para Asuntos de Inmigración. El Alcalde Garcetti hizo campaña para el establecimiento de esta oficina durante su carrera por la alcaldía. El anuncio de la persona a cargo de la oficina y el re-establecimiento de esta oficina es algo positivo para la comunidad inmigrante. La oficina ayudará a guiar a inmigrantes en lo que es una posible reforma migratoria por parte del Congreso, y provee valiosos servicios a inmigrantes que buscan un camino a la ciudadanía que eventualmente el Congreso implementaría. Es prometedor que el Alcalde Garcetti esté tomando medidas para proteger y ayudar a la comunidad inmigrante, especialmente en un momento en que una reforma migratoria se encuentra en debate político a nivel nacional.

Como miembro de la Asociación Americana de Abogados de Inmigración (AILA por sus siglas en inglés) y miembro del Consejo Americano de Inmigración (AIC por sus siglas en inglés), Ally Bolour aplaude los esfuerzos del Alcalde Garcetti y espera que use sus recursos de AILA, AIC, y también de la Asociación de la Barra del Condado de Los Ángeles (LACBA por sus siglas en inglés) para poder asegurar que la información y recursos se empleen de la mejor manera para asistir a la comunidad de inmigrantes durante este tumultuoso tiempo de reforma.

Sin una comunicación efectiva con las comunidades de inmigrantes y organizaciones, las acciones legislativas y ejecutivas pueden dañar a las personas a las que se supone deben ayudar. Este es el caso con la Propuesta de Ley de la Asamblea de California AB 1159. Esta medida fue creada con la intención de proteger a la comunidad inmigrante. Sin embargo, los legisladores excluyeron a los grupos de presión de la discusión sobre cómo lograr ese propósito. Como resultado, la medida está redactada incluyendo un lenguaje que de hecho daña a la comunidad inmigrante y hace más complicado navegar por los procesos de las leyes de inmigración. Si la AB 1159 es aprobada, esto probablemente cause que los inmigrantes con necesidad de servicios legales caigan en manos de notarios sin escrúpulos (personas que no están autorizadas a practicar la ley). Sin embargo, con la ayuda de AILA, AIC, y LACBA, el Alcalde Garcetti puede asegurarse de que la comunidad inmigrante reciba el mejor trabajo y servicios de abogados con reputación. Al trabajar juntos, la comunidad inmigrante, sus representantes legales y la oficina del Alcalde, se puede encontrar la mejor manera para ayudar y proteger a la población inmigrante de Los Ángeles.

LA Mayor’s Office of Immigrant Affairs

On August 27, Mayor Eric Garcetti announced Dr. Linda López as the Chief of the Mayor’s office of Immigrant Affairs. Mayor Garcetti campaigned on the re-establishment of the office in his run for mayor. The announcement of a chief for the office and the pledge for the re-establishment of this office is good news for the immigrant community. The office would help guide immigrants through possible immigration reform from Congress and provide valuable services to immigrants looking to follow whichever path to citizenship Congress eventually implements. It is promising and reassuring that Mayor Garcetti is taking measures to protect and help the immigrant community, especially at a time when immigration reform is at the forefront of the national political debate.

As a member of the American Immigration Lawyers Association (AILA) and a board member of American Immigration Council (AIC), Ally Bolour applauds Mayor Garcetti’s efforts and hopes that he uses resources from AILA, AIC, and also the Los Angeles County Bar Association (LACBA) in order to ensure that information and resources are spent in a way that best assists the immigrant community in this tumultuous time of reform.

Without effective communication with the immigrant communities and organizations, legislative and executive actions can harm the very people they were intended to help in the first place. This is the case with California Assembly Bill AB 1159. This bill was created with the intention of protecting the immigrant community. However, legislators excluded stakeholders from the discussion of how best to achieve that goal.

As a result, the bill as currently written includes language that actually harms the immigrant community and makes it more difficult to traverse the maze of immigration law. If AB 1159 passes as is, it will likely push immigrants in need of legal services into the arms of unscrupulous notarios (individuals who are unauthorized to practice law). However, with the help of AILA, AIC, and LACBA, Mayor Garcetti can ensure that the immigrant community receives the best work and services from reputable attorneys. By working hand in hand, immigrant community, their legal representatives and the Mayor’s office can find a way to best help and protect Los Angeles’s immigrant population.
